If your business runs payroll in the UAE, the 2026 Wage Protection System (WPS) rules deserve a place in your monthly compliance calendar. Ministerial Resolution No. 340 of 2026 sets a unified salary due date and a faster enforcement framework. For employers, payroll needs to be ready before month-end, not started after it.
This guide explains the deadline, the 85% compliance threshold, exclusions to check, and six practical ways to make payroll part of a reliable accounting process.
What Is the Wage Protection System?
WPS is the UAE's electronic wage-payment system. Employers use approved financial institutions to process salaries, creating payment records that support regulatory monitoring. The Central Bank's official UAEWPS overview explains how wage information and funds move through the system.
The MOHRE framework covers establishments registered with the ministry, subject to specific exclusions. Free zone employers should confirm the requirements of their own employment authority rather than assume every UAE business follows the same regime. An ordinary transfer is not necessarily an accepted WPS payment.
The Salary Deadline: First Day of the Month
Wages for the preceding month are due on the first day of each Gregorian month. For example, September wages are due on October 1. Do not build an internal payroll calendar around a presumed grace period after this date.
The UAE Government's current salary-payment guidance identifies Resolution No. 340 of 2026 as the governing framework. Plan approvals, funding and your provider's processing window backwards from the due date.
A payroll file uploaded on time is not the same as confirmed payment. Your team should know the bank or exchange house's cut-off times, leave room for corrections, and check the final payment status rather than stop at submission.
Understanding the 85% Compliance Threshold
The official guidance requires timely transfer of at least 85% of total wages due where lawful deductions apply. This is not permission to withhold 15% of an employee's salary. Calculate the full entitlement and document the legal basis of any deduction.
Keep gross pay, variable pay, deductions and net pay clearly separated in the payroll register. A reviewer should be able to trace a difference between the contractual wage and the payment amount to a supported calculation, not a last-minute spreadsheet adjustment.
WPS Exclusions: Verify Before Relying on One
Examples in the government's current list include short mission permits, documented unpaid leave, wage disputes referred to court, and certain overseas-paid workers subject to conditions. It does not list a blanket 30-day new-hire exemption. Check the full official list and required documentation with MOHRE.
Keep an exclusion register separate from the payment file: employee, reason, period, supporting evidence and confirmation status. Do not leave someone out of payroll simply because an internal manager considers them exempt. An exclusion from WPS reporting should not be treated as cancellation of wages or other entitlements.
What Happens When Salary Payments Are Late?
The official schedule starts with monitoring and alerts, then suspension of new work permits on the fifth day following the due date. Later sanctions have repeat-violation, workforce-size and other conditions. Consult the official enforcement table rather than assume every business faces an identical fine.
Assign an owner to review notifications and unresolved payments every payroll cycle. If a payment fails, contact your approved provider promptly, identify the cause, correct it, and retain evidence of the resolution. Waiting for the next monthly run can turn a fixable operational problem into a wider compliance issue.
Why the Salary Information File Matters
The Salary Information File (SIF) carries the data used to process WPS payroll. The Central Bank's payment-service-provider rules expressly refer to SIF formats and timely execution of payments.
Use your provider's current template and validation instructions. Check employer and employee identifiers, account details, the salary period, wage amounts and control totals before submission. A second review is particularly useful after onboarding, a pay change or a switch of payroll software.
A rejected SIF can prevent or delay payment. Rejection is not itself proof that an automatic fine has been imposed. The key issue is whether compliant payment is completed and evidenced within the applicable requirements. Preserve the rejection message, corrected file and final confirmation.
Six Practical Steps for UAE Employers
1. Move Your Payroll Cut-Off Earlier
Choose an internal date for receiving approved timesheets, leave changes and variable pay. Around the 25th may be a useful planning example, but it is not a statutory deadline. Adjust the calendar to your business and provider, including weekends and holidays. Nominate a backup approver so a single absence does not hold up the run.
2. Add New Employees Promptly
Collect the correct employment and payment details during onboarding and confirm when the employee must enter the payroll process. Do not rely on the draft's assumed 30-day exemption or an informal registration deadline. Check the current requirements with MOHRE, your employment authority and your approved payment provider.
3. Document Every Deduction
Record the reason, calculation and approval for each deduction, with a review of its legal basis where needed. Store supporting documents with restricted access. Do not use the compliance threshold as a target payment amount or carry forward unexplained shortfalls.
4. Reconcile Before Submission
Compare the approved payroll register with the SIF totals and the available funding. Investigate duplicate employees, missing entries, unexpected changes and incorrect bank details before releasing the file. After processing, reconcile confirmations to the bank statement and payroll records so unpaid items remain visible.
5. Review Your Payroll Provider Arrangements
Set out who prepares the file, approves the figures, provides funding, submits instructions and checks completion. Agree an escalation contact and correction window. Retain employer oversight rather than assume outsourcing removes your responsibility for wage payment. Ask for evidence of successful processing, not just a message saying the file was uploaded.
6. Build Payroll Into the Monthly Close
Link salary expense, payroll liabilities and bank payments to the accounting ledger. Maintain one calendar for payroll approvals and other finance deadlines, with clear owners for each task. A shared process makes cash-flow planning easier and keeps payroll from competing with bookkeeping work at the last minute.
A More Reliable Payroll and Accounting Process
WPS compliance is a recurring operational responsibility, not a one-off registration exercise. The strongest control is a repeatable cycle: accurate inputs, supported calculations, timely approvals, validated submission and confirmed payment.
Profitrack Accounting Dubai provides payroll support alongside accounting and bookkeeping. We help businesses organise payroll records, reconciliations and compliance calendars. Our role is independent private consultancy, not government approval or a guarantee against penalties.

Frequently Asked Questions
1. What Is the UAE WPS Salary Deadline in 2026?
For covered establishments, the previous month's wages are due on the first day of the next Gregorian month. Allow for processing and corrections before that date.
2. Which Businesses Must Use WPS?
The MOHRE framework applies to ministry-registered establishments, subject to specific exclusions. Free zone businesses should confirm their employment authority's rules.
3. Does the 85% Threshold Allow an Employer to Underpay?
No. It is a compliance measure, not a salary discount. Any deduction needs a lawful basis and supporting records.
4. What Happens If Salaries Are Paid Late?
The official schedule includes alerts, work-permit restrictions and conditional later sanctions. Use the government table for the circumstances that apply to your establishment.
5. What Is a SIF, and Does Rejection Automatically Mean a Fine?
A SIF is the salary data file used for WPS processing. A rejected file needs prompt correction, but it does not alone establish that a fine has been imposed. Confirm the payment outcome with your provider.
